I could play the smartass role now, but I frankly cant be arsed , so Im going to ignore your lame comment and I will go straight to the point.

I dont know what happened with his items , maybe he shared control and their teammates destroyed them all and that caused him to feed as hell , so as long as i dont watch the replay to make certain of what happened, I wont handle it .

u can see he's 9 lvl and 3-12 and im 20-1 u know what hapend very well i didnt saved rep if u wont ban him close it.

Actually I believe your words and it's very likely that it happened as you described it and I'd like to ban him for that but it's not a matter of whether I believe you or not neither whether I want to ban him or not because, indeed, I can do nothing without a proper evidence.
In the thread "how to make a ban request" it's written pretty clearly in which cases the replay is or not required, and this case demands it, not only to carry or not a ban but to make it accurate but just by the screenshot I practically grasp nothing about the issue.
