I believe that if an admin as well as any other player is caught in using any illegal program - they should be banned according to the rules ( in admin situation - demoted and banned )
Exceptions are ONLY when we make some tests and we MUST warn about it before that! ( tests are almost never played in pub games with more than 2 users )
