ban request denied-need explanation

here is the rules : Leaving is not allowed when game status is 5v5, 4v5, or 4v4.

I just want to know why my request is denied so i dont bother me doing the same kind of report again!

Just to say that the same player also left in my game...

This player must be banned!!!! It is alreasy 3rd minute and because he was killed he left the game. I think that the rules are for everybody!!!!!!!!!

@dark_archer : he was killed after he left.

@admin : the rules also say "You may remake/leave a game if game status is other than 5v5 and the team scores are 0-0 and game has lasted no longer than 7 minutes."

Each moderator has a reason what he decides on each ban request he handles, as for me ''Mamul'' has left another game and im waiting for the replay to check on it.
