59 lvl user with panda is not 100% hack because we have delay in the servers.

Icon hackers used to recieve 10 days ban from all rooms.
As I know this kind of hacks don't exist anymore, i have just a research(if any1 finds working icon hack plz p.m me)
All you can do now is change your own icon, but only you will see it. Its made by replacing the files in your own computer which obviously is not a hack and nobody but you will see it.
Plus as I said there is a delay in the servers.
Generally you can try to report, but if I were you I would report someone if I am 100% he is a hacker
