That section is no longer handled by volunteer staff like facemelt, from now it will be taken care by garena admins so we have nothing to do with it now.
Eu.garena.com hasn't been working since quite a while and it's going to stay like that forever due to the new forum http://forum.garena.com/ .
I certainly don't see any lost/hacked accounts section but you can sign in there and ask if anyone can help you.
